Was routing back to the Palouse and wanted to check out Snake River area and came across this pretty unique spot along the side of the road in Pomeroy, WA. Did a little research on this, and they refer to the cowboy as Muffler Man and as I understand it he took a 60 year trek to end up here, moving from Muffler display in Nebraska, stopping in Cody, Wyoming to end up here. Along the way, he lost the cigarette in his mouth. He is now referred to as Rainbow Man and he is along side Uniroyal Gal (a recent addition 2021). I believe this location of all things unique is called Next Level Yard Art.
